Based on a web search, (My Opinion) I say that the wheels not have all rubber some maybe are plastic some are rugged that u cant use in hot wheel race sets or just simple tracks

all have hard wheels and no rubber, all wheels roll (some not as smooth as others) and all wheels turn.
